Laws that forbid the carrying of arms disarm only those who are neither inclined nor determined to commit crimes. Such laws make things worse for the assaulted and better for the assailants; they serve rather to encourage than to prevent homicides, for an unarmed man may be attacked with greater confidence than an armed man. — Thomas Jefferson, quoting Cesare Beccaria in On Crimes and punishment (1764).

Southern Neighbor Goes Right

By Larry Pratt / July 22, 2009

For at least two years, Panamanian gun owners had to live with the threat that the socialist government of Martin Torrijos (son of the late dictator) was going to impose a George Soros-inspired backdoor gun ban.

The Soros gun ban comes advertised as a licensing scheme which means that gun ownership is illegal unless you get special permission from the government.  Getting that permission is the problem.  By simply delaying processing of applications and renewals, the clock runs out and before long, nobody has a legal gun.

This kind of law can be very effective at disarming the public.  I first saw a law like this on the books and in use in South Africa.

Panamanian shooters actively opposed the measure.  At one point I addressed a forum they organized to dramatize the problems with the bill and the threat to safety that it presented.  Happily, the Chavez-backed candidate (to succeed Torrijos) in the elections last May got her clock cleaned, and the threat of the bill ended with the socialist government...  Click here to read more.

By Perry Bacon Jr.  /Washington Post Staff Writer  / May 21, 2009

Gun rights advocates have found a sweet spot in Democratic-dominated Washington, and they are using it to aggressively push legislation.

Their latest victory came yesterday when the House passed a bill that will allow people to bring concealed and loaded guns into national parks. Advocates won with the help of moderate Democrats

Those Democrats, many from states in the South and Midwest, joined nearly all House Republicans to back yesterday's provision, which has passed in the Senate and could become law this week. The gun bill passed 279 to 147 in the House with the help of 105 Democratic votes; 145 Democrats opposed the bill.

The legislation was the latest defeat for gun-control advocates, who had expected more success with a Democratic president and Democratic majorities in both chambers of Congress.

The bill to grant the District of Columbia a voting member in the House remains stalled after Senate Republicans attached a provision to the legislation that effectively would repeal many of Washington's gun restrictions

Yesterday's provision, originally sponsored by  Sen. Tom Coburn (R-Okla.), would allow gun owners to bring the weapons into national parks and wildlife refuges as long as they are permitted by the laws of the state in which the park is located. The bill codifies a change the Bush administration had sought in its final months, but a federal judge blocked the effort in March.

Obama administration officials had not sought to overturn the judge's ruling. But Coburn, who had long sought the change, inserted his amendment this.....  More.

WASHINGTON (AP) — In a stinging defeat for gun-control advocates, Congress has voted to allow people to carry loaded guns in national parks and wildlife refuges.

The House approved the measure, 279-147, on Wednesday, one day after the Senate acted.

A total of 105 Democrats in the House joined 174 Republicans in supporting the gun measure, which essentially restores a Bush administration policy that briefly allowed loaded guns in national parks earlier this year. The measure, which is included in a bill imposing new restrictions on credit card companies, allows licensed gun owners to bring firearms into national parks and wildlife refuges as long as they are allowed by state law....  More.

A new law permitting concealed loaded firearms at National Parks will not take effect until February and the Interior Department will continue to enforce Reagan-era restrictions until then, a spokeswoman said today.

"Under the current regulation, firearms are generally prohibited, but citizens may transport unloaded and dismantled or cased firearms and carry firearms while participating in approved hunting programs and under certain other circumstances," Interior spokeswoman Kendra Barkoff said in a statement released minutes after President Obama signed the credit card holders' bill of rights, which includes an amendment allowing firearms at the nation's National Parks and wildlife refuges.

The department plans to work on implementing the new law in the meantime, focusing especially on public safety and the safety of National Park employees, Barkoff said. Permission to carry a firearm into a park and the actual restrictions on such possession will vary by state, since the new federal law is governed by each state's firearms laws.

This week both the House and Senate approved Sen. Tom Coburn's amendment to the credit card bill. The Oklahoma Republican and a bipartisan coalition of lawmakers has tried for years to get the measure approved, arguing that differences in state and federal firearms restrictions made it difficult for gun owners to travel between state and federal lands. Interior instituted new regulations in the waning weeks of the Bush administration, only to have them rejected by a federal judge in March. The Obama administration refused to appeal the decision and the president signed today's bill with no comment on the gun provisions. Approval of Coburn's bill is yet another of several recent setbacks for gun control advocates.

Firearms Legislation In The 111th Congress

Gun Owners of America analysis of current House Bills:
H.R. 17, H.R. 45, H.R. 197, H.R. 442 & H.R. 495

H.R. 17 (Bartlett): This bill would reaffirm the right to use firearms for self-defense and for defense of one’s home and family.

H.R. 45 (Rush):  This bill would require a license for handguns and semiautomatics, including those currently possessed.  The applicant must be thumbprinted and sign a certification that, effectively, the firearm will not be kept in a place where it would be available for the defense of the gun owner’s family.  The applicant must also make available ALL of his psychiatric records, pass an exam, and pay a fee of up to $25.  The license may be renewed after five years and may be revoked.  Private sales would be outlawed, and reports to the attorney general of all transactions would be required, even when, as the bill allows, the AG determines that a state licensing system is sufficiently draconian to substitute for the federal license.  With virtually no exceptions, ALL firearms transactions (involving semiautos, handguns, long guns, etc.) would be subject to a Brady check.  In addition, the bill would make it unlawful in nearly all cases to keep any loaded firearm for self-defense.  A variety of “crimes by omission” (such as failure to report certain things) would be created.  Criminal penalties of up to ten years and almost unlimited regulatory and inspection authority would be established.

H.R. 197 (Stearns):  This bill would establish national standards for concealed carry reciprocity, but would not protect residents of pro-gun states like Vermont and Alaska which do not require paper permits.

H.R. 442 (Rehberg):  This bill would provide amnesty for a veteran who acquired a “souvenir” (such as a machine gun) while serving overseas, so long as it is registered during a 90-day grace period.

H.R. 495 (Rodriguez, Teague, Engel, Reyes): This bill would authorize $15,000,000 for two years to the BATFE for the purpose of enhancing its project to thwart the transportation of firearms across the Mexican border.

Since the election of President Barack Obama, local businesses have struggled to meet consumer demand for guns and ammunition due to what some dealers say is a fear of more stringent gun laws.
Though the surge in sales initially helped anyone in the Arkansas River Valley who sells guns and ammo, one business owner said it has turned into a double-edged sword due to increased prices and an inability to obtain what his customers want.
“People buying more stuff has helped, but the fact that I can’t get it kind of hurts,” said Robert Stacer, owner of Roberts Gun & Pawn in Russellville. “Prices of everything have gone up.

“Economic Stimulus” Designed to Aid Anti-gun Radicals

The Association of Community Organizations for Reform Now (ACORN), the far left anti-gun group under investigation for voter fraud, could be eligible to receive millions, if not billions of dollars from the economic bailout bill that passed out of the House of Representatives yesterday.

ACORN was an aggressive supporter of Barack Obama who had served as the group’s legal counsel and even trained ACORN in “community organizing” in the presidential election. The Obama campaign even paid the group $800,000 for “voter turnout,” the very activities that came under scrutiny by the FBI....

Gun sales, gun permits issued increase sharply

Gun sales and applications for handgun permits and firearms licenses have increased sharply in the past few months in Habersham County.

According to Habersham County Probate Judge Sue Bottoms, 2008 was a record year in the county for issuing gun permits.

From 2003 to 2007, gun permit applications at the probate office were in the 300-plus range annually. In 2008, Bottoms reported her office issued 784 gun permits, well more than double the amount of 313 issued in 2007. This year, her office issued 106 gun permits in January....  More.

Defeat Firearms Bill HR 45
posted February 9, 2009

This bill isn't being covered in print or on TV, but the argument over "Blair Holt's Firearm Licensing and Record of Sale Act of 2009" (HR 45) is building steam, and could become quite a distraction.

It is named for Blair Holt. Holt, the 16-year-old son of a Chicago police officer, was killed in 2007 while shielding a female classmate during a gang-related shooting on a Chicago city bus.

It was introduced by Rep. Bobby Rush, an Illinois Democrat. According to Wikipedia, Rep. Rush went A.W.O.L. from the Army in 1968, and founded Illinois' Black Panther Party. In 1969, he did six months in prison on a firearms conviction....  Click here for more.

 Open Carry in Michigan

"Lost in all the news of the massive bailout bill that just passed the
Senate is another enormous bill, one that increases federal control of
public and private land.

Of particular concern to gun owners is that the bill, S. 22, will
greatly expand the amount of land controlled by the National Park
Service. NPS land is currently subject to a gun ban.

While President Bush took steps in the waning days of his presidency to
reverse the ban, the new regulations apply to persons who carry a
concealed firearm with a permit. Non-permit holders and open carry are
not explicitly addressed.

Another eyebrow-raising aspect of this bill is that it is actually a
compilation of over 150 separate pieces of legislation that never passed
out of Congress on their own merits..." Click here to read more.

New Gun Law

A new law passed by the Michigan legislature goes into effect tomorrow (Jan. 7, 2009). It eliminates "safety inspections" of handguns, but not registration. This column by Joel Fulton explains the law.

Michigan gun law to change Wednesday

"Beginning Wednesday, Michigan will no longer require a post-purchase safety inspection of handguns purchased. Currently, every time a handgun is purchased in Michigan, whether it is a commercial sale or a private sale between two individuals, the purchaser must take the pistol to their local police department and present it for "safety inspection." During these inspections, actual checks for safety really never took place. What was accomplished was that the make, model, caliber and serial number of the gun was registered to the purchaser. The Legislature has recognized the hypocrisy of this process and will now trust its citizens to send them the correct information regarding the handgun to be registered...."  Click here to read more.

Chicago’s First Murder of the New Year -

despite the handgun ban

LearnAboutGun.com - Jan. 1, 2009

As reported, David Garrett, 47, of the 5100 block of West Potomac Avenue, was found dead of a gunshot wound to the head on the 100 block of Green Street around 2:15 am on January 1, 2009. A second person was also reportedly shot during the same incident, and is in serious to critical condition.  The gunman fled after shooting the victims.

The new year was just a couple hours old, and already a Chicago resident was murdered by a criminal who ignored the decades old gun ban (as well as the many state laws that prohibit carrying a gun and shooting someone).  Just as criminals ignored the handgun ban in 2008, and caused the Chicago murder rate to skyrocket, it seems that they will continue to do so in 2009.  Chicago’s Mayor Daley and other anti gun activists should make a new year’s resolution to address the true causes of crime, rather than blaming guns and making it harder for Chicago’s citizens to defend themselves against violent criminals; especially when the legal system is failing to protect the victims.

Legislation signed Tuesday by Gov. Jennifer Granholm lets judges and retired judges with permits carry weapons in gun-free zones.

Gun-free zones include stadiums, bars, schools and hospitals. A 2001 Michigan Supreme Court order adds courtrooms to that list unless the chief judge gives prior approval.

Gun Sales Up

Since Election Day, firearm sales across the nation have skyrocketed, and North Dakota is part of that trend.

Gun dealers here say they have noticed the increase in sales, specifically among military rifles and handguns.

They say it`s prompted by fears of a future weapons ban, despite assurances by President-elect Obama that he`s a supporter of the right to bear arms.

And they say they hope that philosophy doesn`t change.

The rush to buy guns means some manufacturers are running short of supplies and in many places, prices are going up.

Three Seattle Guys Want to Bar-Code Bullets

"Second Amendment junkies hate that idea"

By Laura Onstot - Published on March 04, 2008

"Russ Ford might look like a longhaired, gun-control, hippie type. And in many ways, he is. Ford and his business partners, Steve Mace and John Knickerbocker, have patented a system that uses laser technology to imprint coding on ammunition with the hope of making it easier for cops to track it back to its shooter.

But Ford is not a gun-hating, anti-self-defense (as his opponents call him) activist; he has several guns that were passed down by his father, and once was an avid hunter. Unloading rounds into paper and clay pigeons at a range is still a favorite hobby. "An armed society is a polite society," Ford says, echoing rhetoric favored by Second Amendment devotees.

As a gun lover bent on creating a system for tracking ammunition, Ford is an anomaly in the firearm advocacy world. Says Alan Gottlieb, chairman of the Bellevue-based Citizens Committee for the Right to Keep and Bear Arms, "I'm sure every gun group in the state is opposed to it."  Click here to read more.

-- "Political Disquisitions", a British republican tract of 1774-1775

Barak Obama's Gun Control Positions

"The most foolish mistake we could possibly make would be to permit the conquered Eastern peoples to have arms. History teaches that all conquerors who have allowed their subject races to carry arms have prepared their own downfall by doing so."

-- Adolph Hitler, April 11 1942

Obama's lies about supporting gun rights

"False is the idea of utility that sacrifices a thousand real advantages for one imaginary or trifling inconvenience; that would take fire from men because it burns, and water because one may drown in it; that has no remedy for evils except destruction. The laws that forbid the carrying of arms are laws of such a nature. They disarm only those who are neither inclined nor determined to commit crimes."

-- Cesare Beccaria, as quoted by Thomas Jefferson's Commonplace book

Obama's Gun Dance

Obama Says D.C. Gun Ban Constitutional!

John Lott's take on DC Gun Ban:

A match, a knife, a stone, a stick;
A car, a rope, a spike, a brick,
With these, crimes happen every day;
But only guns we take away.
Stalin, Hitler, Pol Pot, Mao;
All confiscated guns somehow.
Thus suppressed, their people fled
Or joined 100 million dead.

ANON

It has become known that the murder rate in the old Soviet Union was 4 times that of the US, despite or because of the stiff gun control laws in the old Soviet Union.

Of course the high murder rates in Washington, D.C. have won that city the opposite of fame.

When someone begins to advocate Gun Control, you have to ask, do they emulate Stalin, Hitler, Pol Pot, or Mao?

Or do they just want gun control for you, their slave, set to labor on their Plantation, while they have plenty of guns in the Big House, just to keep you safe, no doubt.

"Let us hope our weapons are never needed --but do not forget what the common people knew when they demanded the Bill of Rights: An armed citizenry is the first defense, the best defense, and the final defense against tyranny. If guns are outlawed, only the government will have guns. Only the police, the secret police, the military, the hired servants of our rulers. Only the government -- and a few outlaws. I intend to be among the outlaws."

-- Edward Abbey, "Abbey's Road", 1979

REVISED AND UPDATED:  FIREARMS INDUSTRY STATEMENT ON RESULTS OF CDC BLOOD LEAD LEVELS IN HUNTERS STUDY

"Are we at last brought to such a humiliating and debasing degradation, that we cannot be trusted with arms for our own defense? Where is the difference between having our arms in our own possession and under our own direction, and having them under the management of Congress? If our defense be the *real* object of having those arms, in whose hands can they be trusted with more propriety, or equal safety to us, as in our own hands?"

98-- Patrick Henry, speech of June 9, 1788
